ORGANISATIONAL DIAGNOSTIC FRAMEWORK – BROAD BANDING

One of the hallmarks of leading edge organisations is the successful application of Broad Banding to compress a hierarchy of pay grades or salary ranges into a small number of wide bands. In this way, each of the bands therefore spans the pay opportunities previously covered by several separate pay ranges. The focus is on lateral career movement within the band and on competency growth and continuous development. In organisations where we have applied Broad Banding, fewer bands are used, and more importantly the emphasis is on flexible roles, individual career development and competency growth rather than progression based on position in the range. Career moves are more likely to be horizontal along the band.

There is less emphasis on movement through a hierarchy. An essential feature of the PBS Broad Banding methodology is that progression within a band is related to competence development, with the focus always on the output aspects of competence, i.e. the use of competence to deliver or exceed the required standards of performance. Even the mere existence of skill and competence will not guarantee progression or pay increase. Movement along a salary band is based on the development and consistent application of the competencies required within the role which the individual is performing. Movement must be based on the demonstration of competencies rather than a result of time in the grade. Put differently, individuals are eligible for pay increases beyond the actual or notional limits of the zone for their role as long as their extra competence and contribution justify this. There is therefore no need for an employee to wait for a promotional opportunity.
